INTRODUCTION

      The Cordillera Health Professional Voluntary Outreach Service (CHPVOS) is an independent non-governmental and non- profitable charity organization designed to provide and serve a high quality health care service to individual, families and to the  community by volunteered license, skilled health professional practitioners and non-medical related professions who are dedicated with community services.

      The CHPVOS team is a multi-disciplinary comprising of medical/ surgical, dental, nursing and other health allied and non-clinicall related professions.

MISSION

      To honour God in all we do by providing an excellent health care service, guidance and support to individuals, families and the community. To this end, we will always strive to dedicate, promote and create a caring and responsive environment that nurture individual growth, focus on team work and foster meaningful community relations.

OBJECTIVES

  • Sets standard for the organization in the delivery of health care service.
  • To  provide a free quality health care service to the individual, families and the community who has difficulties in availing local health services specially in the remote areas.
  • To work in partnership with local health government and other independent sector services to develop and implement plans for community improvements.

ROLES AND RESPONSIBILITIES OF THE OFFICERS

PRESIDENT

The president carries out the following responsibilities:

  • Provides leadership to the health professional voluntary outreach service team, executive council and the membership.
  • Chairs meeting of the executive council and of the strategic forum.
  • Acts as the chief spokesperson of the organization on all official matters.
  • Delegate tasks as needed and appoint members to vacant positions.
  • Signs all communications sent out in the name of the organization.
  • Represents the organization at significant society functions and conference meeting.
  • Communicate and inform members regarding the activities and progress of the organization and its financial condition.

 

VICE PRESIDENT

The vice president carries out the following duties and responsibilities:

  • Assist the president as requested in the performance of the duties of the president.
  • Represents the organization at the request of the president.
  • Acts as chairperson of the audit committee and the nominating committee
  • Serves as acting president if the president is an able to act.
  • Provide signature authority in the absence of the president.
  • Succeeds to the office of the president.

SECRETARY

The secretary is composed of one chairman and one assistant secretary. The secretaries carry out the following duties and responsibilities.

  • Keeps the records and minutes and is custodian of

books, papers, documents of the organization.

  • Coordinates all activities of the executive council, the committees and other activities of the organization.
  • Implements decisions made by the executive council assist the president in the preparing and distributing

Meeting agendas.

  • Performs such other duties designated by the trustees.

TREASURER

      The treasury is composed of one chairman and one assistant treasurer. The chairman requires holding the position as the head of treasury. The assistant treasurer will perform the duties of the chairman of the treasury in the absence of the chairman. The treasurers carry out the following duties and responsibilities:

  • Develop and maintain accounts, expenditures system throughout the organization.

      Charge of the books of accounts

  • Oversee the administration of membership applications and collection of dues.
  • Maintain a current list of members
  • Pay any bills or debts incurred by the organization from the bank account.
  • Prepare all tax statement and submit necessary forms for internal revenue purposes.
  • Collect, record and deposits check or money to the organization bank society.
  • Performs such other duties designated by the trustees.

AUDITOR

      The auditor carries out the following duties and responsibilities:

  • Oversee the finances of the organization including regular review and approval of the financial statement and reports.
  • Allocate finances and other resources.
  • Monitor the organizational budget, maintain current budget status reports.
  • Provide a year-ending budget summary to the executive council during annual meeting.
  • Performs such other duties or as may be designated by the trustees.

PUBLIC RELATION OFFICERS

      The public relation officers must have strong communication skills, both written and spoken, be able to plan, organize and manage different task. The duties and responsibilities:

  • Provide an efficient, effective and high quality corporate publicity and public relations service to the organization, including: production of external and internal corporate communications and publicity materials.
  • Pro-active and responsive media relations activities.
  • Performs such other duties or as may be designated by the trustees.

BUSINESS MANAGERS/PURCHASE OFFICERS

      Composed of three officers. The business managers carry out the following duties and responsibilities:

  • Make bidding of the materials/devices/ equipments to be utilized by the organization at the lowest price of any product but with qualities. Therefore the post holder must be trustworthy and thrifty.
  • Perform such other duties designated by

The trustees.

PROGRAMMERS/DESIGNERS

      Composed of two officers. The programmers/designers carry out the following duties and responsibilities.

  • Involves in the decision making and implementation of projects and other organizational works through the use of the advanced technology such as electronics or information technology.
  • Performs such other duties or as designated by the trustees.

BIOMEDICAL ENGINEERS/EQUIPMENT MAINTENANCE

      The duties and responsibilities of the biomedical engineers/ equipment maintenance:

  • Must see to it that all equipments/devices/instruments are functional and safe to use. 
  • Custodian of equipments/instruments and responsible for inventory of the equipments/instruments before and after use.
  • Perform such other duties as designated by the trustees.

DUTIES OF EXECUTIVE COUNCIL

      The duties of the executive council includes: to identify and manage strategic issues. To approve general policy, standard and guidelines, to set plan and take all reasonable action to achieve strategic objectives measured by indicators and out comes. To establish committees and their structures. To secure funding and approve the budget of the organization. To develop and maintain external relationships with private, government and international organizations. To prepare agendas for general assembly.

MEMBERSHIP

 

      The executive council shall determine the qualification of an applicant for membership. There are four specified classifications of membership in the organization.

  • LICENSED HEALTH PROFESSIONAL MEMBERS
  • SKILLED / TRAINED HEALTH MEMBERS
  • NON-MEDICAL RELATED PROFESSIONS, VOCATIONAL, TRAINED AND SKILLED (SUPPORTING MEMBERS)
  • STUDENT MEMBERS

MEMBERSHIP RIGHTS/ PRIVILEGES

      The executive council may from to time set policies varying or establishing the right and privileges of, and services provided to, all categories of membership in the organization

  • He/she has the right to vote in relation to the affair of the organization
  • He/ she can be elected to be as a member of the executive council after reviewing his/her qualifications by the executive council.
  • To participate in all deliberation/ meeting of the organization.
  • To avail of all the facilities of the organization permitted by the executive council

DUTIES AND RESPONSIBILITIES

      To obey and comply with the by-laws, rules and regulations that may be promulgated by the organization from time to time.

  • To attend all meetings and activities of the organization as directed by the executive council.

TERMINATION OF MEMBERSHIP

      The interest of any individual member of the organization is not transferable and terminates:

  • ON FAILURE TO REMIT ANNUAL FEES WHEN DUE;
  • ON RECEIPT OF THE WRITTEN RESIGNATION OF THE MEMBER BY THE EXECUTIVE COUNCIL OF THE ORGANIZATION; OR
  • ON THE DEATH OF THE MEMBER

WITHDRAWAL OF MEMBERSHIP

      Memberships of the organization are expected to conduct themselves professionally and in accordance with the code of ethics and conduct of their regulatory authorities. The executive council may withdraw the membership of any individual member in the event of improper conduct or action which may bring the organization into disrepute. A member is entitled to a fair hearing before membership is withdrawn.

COMMITEES

      The president shall have the power to appoint committees in all activities and programs of the organization.

MEETINGS

      There shall be a general meeting on the first Sunday of the month. Special/ emergency meeting will be scheduled as directed by the executive council and or the president.

ORGANIZATIONAL CODE OF ETHICS

      The purpose of this organizational code of ethics or professional conduct is to inform the professions of the standard of professional ethics required of them in the exercise of their professional accountability and practice.

      As member of the CHPVOS you must protect and support the health of the individual, families and the community. You need to Act in such a way that justifies the trust and confidence the public have in you and uphold and enhance the good reputation of your professions. Therefore, you have the duty of care to your patients who are entitled to receive safe and competent care.

RESPECT THE PATIENT

      You must recognize the role of patient as partners in the care and the contribution they can make. This involves identifying the preference regarding care and respecting these within the limits of professional practice, existing legislation, resources and the goals of the therapeutic relationship.

      You are personally accountable for ensure that you promote and protect the interest and dignity of patients irrespective of gender, age, ace, ability, sexuality, economic status, lifestyle, culture and religious or political belief.

      You must at all times maintain appropriate professional boundaries in the relationships you have with patients.

      You must ensure that all aspect of the relationship focus exclusively upon the needs of the patient.

      You must report to a relevant person in the organization, at the earliest possible time, any conscientious objection that may be relevant to your professional practice.

CONSENT

      All patients have the right to receive information about their needs and respect the wishes of those who refuse or are unable to receive information about their condition. You must be sensitive to their needs and respect the wishes of those who refuse or are unable to receive information about their condition. Information should be accurate, truthful and presented in such a way as to make it easily understood. You may need to seek legal/professional advice, or guidance from the organization in relation to the giving or withholding of consent.

      When obtaining valid consent, you must be sure that it is: given by a legally competent person, given voluntarily, and informed.

      In relation to obtaining consent for a child, the involvement of those with parental responsibility in the consent procedure is usually necessary.

      Usually the individual performing a procedure should be the person to obtain the patient’s consent. In certain circumstances, you may seek consent on behalf of colleagues if you have been specially trained for the specific area of practice.

      You must ensure that the use of complementary or alternative therapies is safe and in the interests of patients. This must be discussed with the team as part of the therapeutic process and the patient or client must consent to their use.

COOPERATION 

      You are expected to work cooperatively within teams and respect the skills, expertise and contributions of your colleagues. You must treat them fairly and with out discrimination.

      You must communicate effectively and share your knowledge, skill and expertise with other members of the team as required for the benefit of patients.

      When working as a member of a team, you remain accountable for your professional conduct, any care you provide and any omission on your part.

      You may be expected to delegate care delivery to others who are not registered health practitioner. Such delegation must not compromise existing care but must be directed to meeting the needs and serving the interests of patients. You remain accountable for the appropriateness of the delegation, for ensuring that the person who does the work is able to do it and that adequate supervision or support is provided.

CONFIDENTIALITY

      You must treat information about patient as confidential and use it only for the purposes for which it was given. As it is impractical to obtain consent every time you need to share information with others,

      You should ensure that patients understand that some information may be made available to other members of the team involved in the delivery of care.

      You must guard against breaches of confidentiality by protecting information from improper disclosure at all times.

PROFESSIONAL KNOWLEGDE AND COMPETENCE

      You must keep your knowledge and skills up-to-date throughout your working life. To practice competently,

      You must possess the knowledge, skills and abilities required for lawful, safe and effective practice without direct supervision.

      You must acknowledge the limits of your professional competence and only undertake practice and accept responsibilities for those activities in which you are competent.

      If an aspect of practice is beyond your level of competence or outside your area of registration, you must obtain help and supervision from a competent practitioner, cordillera health professional voluntary outreach service; consider that you acquired the requisite knowledge and skill.

      You have a responsibility to deliver care based on current evidence, best practice and, where applicable, validated research when is available.

TRUSTWORTHY

      You must behave in a way that upholds the reputation of your profession and the organization.

IDENTIFY AND MINIMIZE RISK

      You must work with other members of the team to promote health care environments that are conducive to safe, therapeutic and ethical practice.

      You must act quickly to protect patients from risk if you have good reason to believe that you or a colleague, from your own or another profession may not be fit to practice for the reasons of conduct, health or competence.

      You should be aware of the terms of legislation that offer protection for people who raise concerns about health and safety issues.
